With quarter sized snowflakes pouring out of the sky, and snowdrifts beginning to form, Charles Ellis, owner of Fender Guard Service has a cell phone in one hand and a walkie-talkie in the other. Ellis, who has lived in Hardy, Virginia his entire life knows the lay of the land in Roanoke Valley and just how threatening this type of storm can be to the area. He has been there many times. His past experience of being on the Franklin County Board of Supervisors, prepared him in knowing which roads and transit routes would be plowed first. His experience in the US Army gave him the skills for organizing the task. CCTV/Creative Control seeks to question the oppressive mechanisms and discourses implemented in the city through the temporary appropriation of public space. The intervention consists of a video projection displaying an over-sized eye onto the lower surface of the 10-storey-high Milton Street water tower in Brooklyn, New York. Still the highest point in the area, until it is dwarfed by new gentrification plans, the water tower exists as a relic of the neighbourhood’s industrial past. The intervention temporarily transforms this iconic landmark into a discernible CCTV tower, raising questions of private control over public space in the urban context. CCTV/Creative Control was exhibited as part of Nuit Blanche: Bring to Light New York 2011 in Brooklyn, New York.
